The USDA 1994 Program was established through Section 882 of the Federal Agricultural Improvement and Reform Act of 1996 (P.L. No. 104-127), USDA must develop and implement programs to ensure that tribally controlled colleges and universities, the 1994 Land-Grant Institutions, and the American Indian communities served by these schools equitably participate in the USDA workforce as employees and have access to USDA programs, services, and resources. Additionally, the term “1994 Land-Grant Institution” means one of 32 institutions defined in section 532 of the Equity in Educational Land-Grant Status Act of 1994 (7 U.S.C. 301 note) as amended.
